Rules
- What is a resolution?
- A resolution is a written motion, adopted by a majority of the voting body of APALA. It may express the formal opinion of the organization or direct the National Executive Board, chapters, or staff to take specific action.
- What does APALA’s Constitution say about resolutions?
- The proposal and passage of resolutions is outlined in Article IV, Section 5e of the APALA’s National Constitution:
- Resolutions to be considered at the Convention must be postmarked to the President sixty (60) days in advance of the Convention's opening date. All Resolutions must be sponsored by a Delegate. Resolutions postmarked after that date may be considered with the approval of the Convention. Copies of all Resolutions received in a timely manner shall be provided to all Delegates. The Resolutions Committee shall have the authority to consolidate like Resolutions on the same subject.

- The “whereas” clauses in the first half of the resolution provides context and explains why the action should be taken. They state past action, reasons for the action, and APALA’s reasons for concern. The “resolved” clauses are the second half of the resolution and detail the formal opinion or specific action to be taken.

- How do I submit a resolution?
- To submit a resolution for consideration, please review the following template for formatting guidelines and email your submission to 1) President Thammarath, 2) Jigme Ugen, Chair of the Resolutions Committee, and 3) staff: president@apalanet.org; jigme.ugen@seiuhcmn.org; kristina@apalanet.org.
- Resolutions are accepted until 6:00pm PST, June 7th but it is strongly requested that resolutions are submitted by Sunday, August 1 to allow time for translations.

- The resolutions committee is comprised of members of the National Executive Board who are appointed by the national president of APALA; Jigme Ugen - SEIU, Katherine General - IFPTE, Leon Chow - SEIU, Kim Geron - CTA
Rules/Eligibility for Voting Delegates
According to the APALA Constitution:
Article IV. Section 4E: Chapter Delegates and Alternates shall be elected no later than forty-five (45) days prior to a scheduled Convention. Union Delegates and Alternates shall be selected no later than forty-five (45) days prior to a scheduled Convention.
That means the deadline is June 22, 2021 for
Chapters and Unions must submit the names of their voting delegates on or before June 22nd. Please note that registering for Convention does not permit a delegate to vote. Only those delegates whose names have been submitted by their Chapter or Union as a voting delegate will be issued voting credentials.
If your Chapter or Union has not submitted your name as an approved voting delegate, you will not be eligible to vote. If you would like to be considered a delegate for your Chapter, contact your Chapter President. If you would like to be considered a delegate for your Union, or don’t know who your Chapter President is, contact us at convention@apalanet.org.

Nominations Process
APALA members seeking to run for an At-Large Vice-President position on the National Executive Board or a National Executive Officer position at APALA Convention can submit their nominations ahead of time, or they can nominate themselves or another person off the floor during Convention Business. Candidates will need to state their union/organization and chapter affiliation in their nomination. Please submit nominations to Nominations Chair (sliu@usw.org) and APALA Executive Director (alvina@apalanet.org) by August 5, 2021 at 5pm PST. APALA staff will confirm that nominees have been a member in good standing at least 60 days before Convention on June 7, 2021.
Given the virtual convention, we have received pre-recorded video nominations which shall be played first. We encourage delegates to pre-record videos of their nomination and acceptance speeches which will be played first.
Nominations for At-Large Vice Presidents will occur on Friday, August 6. The Nominations Chair will open the session and outline the rules, which are as follows:

- Nominations may be made prior to Convention or on the floor. Given the virtual convention, we have received pre-recorded video nominations which shall be played first. After the nomination videos conclude, credentialed delegates will be allowed to make additional nominations from the floor.
- To initiate a nomination from the floor, a credentialed delegate must get on stack by typing into the chat "NOMINATION - [NAME OF CANDIDATE]".
- If a credentialed delegate is seeking to second the motion, they must get on stack by typing into the chat "SECOND - [NAME OF CANDIDATE]".
- Delegates will be invited to speak in the order of the stack. The delegate making the nomination will have up to 45 seconds to speak; the delegate seconding the motion will have up to 15 seconds to speak.
- Once the nomination and second have been completed, the nominee will be invited to speak for up to one (1) minute.
